No client certificate CA names sent (setting up TLS one to one connection in IIS 8.5)

I am setting up a web server that has 2 applications on it, one requires no authentication the other requires TLS authentication (one to one).
The issue I’m having is my TLS authentication setup, I’ve never done one before and I know I’m missing something but I’m not sure what or where to start. The other application works just fine
I have the SSL cert installed in
Personal>Certificates. I have the Root CA installed at
Trusted Root Certification Authority>Certificates. They expire in 2015 and 2037, so they’re valid.
I am using Windows Server 2012 R2 with IIS 8.5
All images have been edited to remove domain information.
s_client -connect webserver.com:443/TLS-Link/Website.aspx -debug -verify 10
